Name derivation:Named in honor of Stephen Heard, who almost single-handedly maintained a government in the state of Georgia during the revolution in spite of the fact that the British held most of the land and all the major cities. When Britain boasted they controlled Georgia, the United States pointed to Heard's government to prove otherwise.
